Het is weer zover. Zaterdag 5 oktober jl. zat er een bericht in mijn mailbox van Mantelzorg053. Ik zuchtte maar eens en opende de mail. “Als gemeente willen wij onze mantelzorgers helpen waar nodig, het is daarom van belang dat wij weten waar u behoefte aan heeft. Regelmatig toetsen we dan ook of het huidige aanbod nog aansluit.” ….Aanbod nog aansluit? Er is nagenoeg geen aanbod voor mantelzorgers en dan val je de mantelzorgers lastig met een mail. In de mail zat ook een enquête bijgevoegd, of ik die in wou vullen, want “Uw zorg is onze zorg.” Als waardering van de deelname aan de enquête verloot de gemeente 100 Jumbo cadeaubonnen ter waarde van 25 euro. Opgeteld kost dit de gemeente 2500 euro. Voor de duidelijkheid: Enschede ontvangt dit jaar van het Rijk 1.600.854,10 voor mantelzorgwaardering en -ondersteuning. De vragen uit de enquête moeten duidelijk maken hoe overbelast de mantelzorger is. Als de gemeente zich een beetje had verdiept in de mantelzorger, hadden ze dit al lang kunnen weten.

In de Programmabegroting van 2020-2023 geeft het college aan dat mantelzorg intensief kan zijn. Maar het beleid is gericht op minder professionele zorg en meer zorg vanuit de samenleving zelf…Wat heb je aan begrip van politici, terwijl politieke besluiten hun leven alleen maar zwaarder maken.

Mantelzorgers nemen met een vanzelfsprekendheid en liefde de langdurige en intensieve zorg over voor een ander, maar dat kan zwaar en intensief zijn. Maar ze klagen niet snel. Mantelzorgers nemen de professionele zorg zoveel mogelijk uit handen, dat ze beschouwd kunnen worden als een fundering onder de gezondheidszorg. Het geld gebruiken wat er voor mantelzorgwaardering en -ondersteuning komt, is wel het minste wat de gemeente kan doen! De afgelopen jaren heeft EnschedeAnders veel moties ingediend om tot een geldelijke waardering te komen voor mantelzorgers, maar de meerderheid van de politieke partijen stemde tegen.

Zondag 10 november is de Dag van de Mantelzorg. Veel gemeenten geven waardering of zetten de mantelzorgers in het zonnetje. Vorig jaar is er afgezien van een enquête, op de Dag van de Mantelzorg niets gebeurd in Enschede. Op mijn vraag aan de wijkteams “Wat doen jullie eigenlijk nog voor de mantelzorgers?”, was het antwoord: ” Niet zo heel erg veel.”

Mijn man en ik zitten aan de ontbijttafel. Broodje, kopje thee, koffie ,  beetje kletsen en ondertussen de krant lezen. “ Man, man ,man, ze leren het ook nooit” zeg ik. “ Ze” is het college van Enschede. Onrust over nieuwe bewoners met psychische problemen in Enschedees wooncomplex is de kop van het artikel in de Tubantia. Het is de bedoeling dat in het wooncomplex 40 appartementen beschikbaar komen voor beschermd wonen van “kwetsbare groepen” met 24 uursbegeleiding. Bewoners en de wijk voelen zich overvallen door het bericht en eerlijk gezegd ik ook. De raad is niet op de hoogte en moet het nieuws in Tubantia lezen. Kwetsbare groepen moeten opgevangen worden en een goede woonvoorziening met begeleiding levert alleen maar winst op, daar is iedereen zich van bewust. Dat is ook niet de discussie. Wel waar die woonvoorziening moet komen en hoe je de bewoners van de wijk daarover moet informeren. Zij horen bij het hele proces vanaf het begin betrokken te worden. De grootste fout die je als gemeente kunt maken is stiekem je gang gaan (proces is al 2 jaar geleden gestart), niets zeggen en dan de bewoners ermee overvallen. Dom, dom, dom! Onze inwoners willen zich niet overvallen voelen. Zij willen gewoon in een vroegtijdig stadium worden geïnformeerd over zaken die in hun woon- en leefomgeving staan te gebeuren en geïnformeerd worden welke rol hij of zij heeft in het hele proces. Dan weet je ook waar je aan toe bent en dat schept de juiste verwachtingen.

Het opvangen van kwetsbare groepen kent al een lang proces. Aangezien stadsdeel Zuid al verschillende woonvoorzieningen heeft voor kwetsbare groepen, ligt er de toezegging,( naar aanleiding opvang cliënten van Tactus aan de Vlierstraat)  dat er in Zuid niets meer bij komt. Bovendien staat in een brief uit 2013, de toezegging: “Bij nieuwe (woon)initiatieven overleg te voeren met de zorgaanbieder / woningcorporatie en in overleg met de betrokken stadsdeelwethouder en stadsdeelcommissie een maatwerkproces met de buurt af te spreken”. Ook niet gebeurd! Je mag van een college / portefeuillehouder verwachten dat ze leren van hun fouten uit het verleden. We hebben het AZC (opvang vluchtelingen) gehad. Bewoners werden toen ook voor een voldongen feit gesteld. We hebben de opvang van verslaafden aan de Hengelosestraat/ Raiffeisenstraat gehad. EnschedeAnders heeft toen al aangegeven, we moeten beleid hebben, met een goede spreiding komen en betrek de wijk en omwonenden bij het proces / beleid. Nu hebben we oproer in Zuid en dat is zeer terecht!

Ondertussen ligt er een nota Visie en aanpak Beschermd wonen en maatschappelijke opvang. Mei 2017, werd in een randprogramma aangegeven, dat de raad de visie ter besluitvorming voorgelegd zou krijgen. In november 2018 komt de nota in de stukkenstroom zonder raadsvoorstel…. De raad kan dus geen kaders geven en niets besluiten…..Maar daar neemt EnschedeAnders geen genoegen mee!

Van een college mag je verwachten dat ze zich aan hun woord houden en de raad en bewoners hun rol geven. Het is een vereiste van behoorlijk overheidsoptreden de inwoners zoveel mogelijk te betrekken bij haar handelen en bij de totstandkoming en uitvoering van beleid, helemaal als er sprake is van maatschappelijke impact in de leefomgeving van inwoners. Consequent helder en eenduidig communiceren, vergroot het vertrouwen in de gemeente en dan word je een betrouwbare en geloofwaardige gesprekspartner. In Zuid is het hele proces flink tekort geschoten en dan krijg je oproer!
